When Wouter Momberg planned to carry out a bioterror attack against people of color in Texas President Kirkman reached out to officials in the state to coordinate a response. Kirkman asked the Governor to handle the matter covertly to prevent public panic and avoid alerting Momberg. Brimmeri undermined Kirkman by causing a panic in the press and deferring to Cornelius Moss leadership.
