John Foerstel was the Director of the FBI, and formerly the Assistant Director of the FBI Office of Professional Responsibility. He was originally called in to investigate Special Agent Hannah Wells, but after she was cleared and Deputy Director Jason Atwood was arrested for the death of Majid Nassar, he became Wells' ally. Unfortunately, this partnership ended once Foerstel subpoenaed the First Lady. Despite that, Wells still considered him as a friend and was devastated when he died.

Before he was named the head of OPR, Asst. Dir. Foerstel served as a United States attorney. He was recommended to President Tom Kirkman to serve as the acting Attorney General.

After being appointed FBI Director Foerstel formed an exploratory committee for a New York Senate senate bid and a political action committee. Foerstel's political activities led members of the Krikman White House to believe that Foerstel's objectivity was corrupted. Kirkman never lost faith in Foerstel's patriotism and commitment to duty.

He later died while running into the subway to warn his men of the bomb inside, which blew up and killed everyone inside, including Foerstel.
