The United States Senate is the upper chamber of the United States Congress, which along with the United States House of Representatives —the lower chamber—composes the legislature of the United States. The structure of the Senate is made up of 100 seats. Every state is represented by two senators. The Senate is part of the legislative branch of the federal government, which creates laws for the American people to follow.
After the Capitol Bombing, all 100 members of the Senate were killed. Nearly all of Congress died in the attack. With all the senate seats vacant, it was left to all 50 governors to appoint new senators in the Governors' Summit. Once all the senators were appointed, and Special Elections were held for the House of Representatives, the Congress was rebuilt.
